Mexico National Electric System Grid Code
"Published in April 2016, the grid code is intended to explain and determine the requirements that market participants and stakeholders must follow, as defined by CRE's role in ensuring reliability in energy reform." National Association of Public Service Regulatory Commissioners (NARUC). The technical requirements of the Network Code came into force on April 8, 2019.
With the passage of Energy Reform, Mexico’s electricity sector is moving from a centralized structure to privatization and competition. The goal of the power sector reform in Mexico is to increase industrial competitiveness for the benefit of both consumers and the manufacturing industry. Energy reform has dramatically shifted the direction of the sector to a more competitive market approach.
Structural changes to the electricity sector created an Independent System Operator, the National Center for Energy Control, and granted increased regulatory authority for the Energy Regulatory Commission (CRE).

The most efficient way to mitigate harmonics is if they are controlled directly in the non-linear loads. It is similar to how the power factor correction made directly in the loads is more efficient (because losses are reduced more) than the correction made in the substation or medium voltage. Likewise, achieving compliance with the distortion limits in the common coupling point (PCC) will not be a problem.
